PANJIM: Speaker Pramod Sawant has dismissed the no-confidence motion moved against him by the Opposition Congress stating it was not as per the rules.
The Opposition Congress had given notice for the removal of the Speaker on Wednesday. The notice was given under ‘Rule 243 of Rules and Procedure and Conduct of Business of the Legislative Assembly of Goa, read with Article 179C of the Constitution of India,’ Leader of the Opposition Chandrakant Kavlekar said.
Rule 243 states provision for moving a resolution to ask for permission of the House to discuss about impeachment of the Speaker.
Commenting on the Congress’ motion, the Speaker said, senior Congress MLAs must know the rule before filing such motions. “The notice of the motion has to be issued 14 days in advance and since it is not as per rule it stands dismissed,” the Speaker said.
Kavlekar had however, refused to specify on what grounds the opposition wanted Sawant to be removed as the Speaker, saying the reasons would be spelt out on the floor of the House.
“We cannot discuss the grounds for giving notice right now. When it comes up for discussion on the floor before voting, we will disclose our grounds,” Kavlekar had said.
