PANJIM: In order to bring about excellence, inclusiveness and accessibility in higher education, the State government will constitute a ‘Goa State Higher Education Council’. The Bill in this regard is to be introduced during the monsoon session of the State Legislative Assembly.
The Council is being constituted following recommendations from the Union Ministry of Human Resource Development (HRD), University Grants Commission and Rashtriya Uchhatar Shiksha Abhiyan 2013, that the State level planning and co-ordination of higher education, including university education, should be done through an independent, autonomous Council for Higher Education.
“The Council shall function in order to forge synergic relationship amongst State government, universities, academics and experts by occupying an operational space between the government and universities on one hand and between universities and apex level regulatory bodies on the other,” the cabinet note stated.
The Bill has got consent of the State Cabinet. Financial implications to the tune of Rs five crore annually will be borne by government.
The council will have a chairman, vice chairman, member secretary and members, whose term would be for six years. The 25-mmeber council will have 20 members from Goa and the five national academicians.
