PANJIM: The State government will strongly press for removal of depiction of port limits in the Coastal Zone Management Plan (CZMP) maps during the meeting with the National Coastal Zone Management Plan at Delhi on Thursday, April 21.
According to information available, Environment Minister Nilesh Cabral will attend the meeting and make such a request since at the time of preparation of the draft CZMP for Goa, there was no mention of requirement of depiction of port limits in the CZMP maps.
Two major ports and five minor ports have been notified in Goa. As per the notification for minor ports, the provision indicates that the port limits are for wharves and other public conveniences and not applicable to private properties.
The other provision in the notification of major port is subject to private property rights and the private properties all along the boundary of the port limits have not been identified for exclusions in the port limits. This is small area comprising of wharves and public conveniences as compared to the private property.
The government will also request the National Coastal Zone Management Authority (NCZMA) to permit other development activities in notified fishing wards by modifying the minutes of its meeting held in February this year.
The NCZMA had given special provisions in the CRZ notification for Goa including for various developmental activities for the fishing and fishery allied activities. As per this provisions, the fisherman had to obtain permission from the village panchayat rather than the Authority to give permissions for all fishing related infrastructure works in notified fishing villages and does not prohibit any other developmental activity.
