PANJIM: The Department of Town and Country Planning (TCP) is ready with the concept paper on ‘Transfer of Developmental Rights’, which offers incentive to those making efforts to retain their old houses and green patches.
Speaking to Herald, Chief Town Planner Dr ST Putturaju said the concept paper, as discussed by the Chief Minister and TCP Minister, is ready and would be submitted to the government before May 10.
During the first meeting on the RP 2021 chaired by CM Manohar Parrikar and attended by TCP Minister Vijai Sardesai and others, the government mooted the concept of incentivising efforts to retain old houses or green patches in the State. Accordingly, the department was directed to submit a concept paper on those lines.
Sardesai had said the government is trying to create a concept in which if you have an old house and if you retain that house there will be incentives. Similarly, if you have greenery and if you have retained it, you will get incentives.
“Those incentives you can sell to the builder. And the builder will be able to use these incentives in designated areas where vertical growth would be allowed. The areas, which are going to be designated for development, are not yet decided. Also the quantum of credit is also yet to be decided,” he said.
“This is a progressive idea which is not there in the entire country. We want to set a standard in terms of preservation and environment,” the minister said.
