PANJIM: The State government has formed a Steering committee headed by the Chief Minister to accelerate infrastructure development in the State on Public Private Partnership basis.
Minister in-charge of the Department sponsoring the project, Chairman of PSUs/autonomous bodies sponsoring the project, Chief Secretary, Secretary Finance, Secretary to Chief Minister, Secretary PPP, Secretary of the Department sponsoring the project, Secretary Law, Managing Director of PSUs/autonomous bodies sponsoring the project and Director (PPP) – Member Secretary, will be part of the committee.
An office memorandum issued by Director (PPP) says that it has been decided that this Department will do handholding for the projects proposed to be taken up by the Government Departments/PSUs/autonomous bodies on PPP basis.
“While more complex projects may be handled directly by this Department, other projects may be directly handled by the respective Departments/PSUs/Autonomous Bodies under the guidance of this Department,” it says.
It says that in order to have uniformity in dealing with PPP projects and to expedite the process, the steering committee has been formed.
It says that the Public Private Partnerships offer a unique and innovative method of involving the private sector in the nation building activity and in accelerating the delivery of public goods and services of high quality through joint enterprises, without spreading the limited available resources too thin.
To sustain the high annual growth rate, Public Private Partnership (PPP) will be an attractive option in meeting the challenge. PPP envisages long term concession agreement defining partnership roles and responsibility including sharing of risk between public and private sector, it says.
