PANJIM: In a major decision, laced with political essence, the department of Town and Country Planning (TCP) has withdrawn all the NOCs, permissions, and other recommendations issued for conversion of sanads in the planning areas of Parra-Arpora-Nagoa, Calangute-Candolim and Vasco based on their Outline Development Plans (ODPs), which stands suspended.
The Government on April 22 suspended the final ODPs of Parra-Arpora-Nagoa, Calangute-Candolim, and Vasco pending scrutiny. Similarly, the draft ODPs of Panjim, Kadamba Plateau, Mapusa, Margao, and Ponda has been kept on hold for a period of 60-days.
A ten-member committee headed by CTP Rajesh Naik was constituted to scrutinize and review the ODPs and submit a report within 60 days.
In a communication issued to District Collector North and South, Chief Town Planner Rajesh Naik has said that NOCs/reports/ recommendation given by the Department based on suspended ODPs
be treated as withdrawn.
“And whereas, instructions vide Note read at preamble (2) are received from the Hon’ble Minister for TCP as regards to the issue of report/recommendation for Conversion Sanad by the TCP Dept. pertaining to the area falling under these suspended ODPs,” the communication stated.
“Having reference to the same, you are hereby informed that any NOCs/reports/ recommendation given by the Department based on above referred suspended ODPs be treated as withdrawn,” it added.
The scrutiny committee had identified a lot of anomalies and irregularities in the ODPs.
