VASCO: Technical Cell in the Department of Panchayats going to be the game changer in the functioning of the panchayats. Work related files inward to the Technical Cell would be cleared within 10 working days, informed Minister for Panchayat Mauvin Godinho, on Monday.
“Many sarpanchas have supported this decision of the Department of Panchayats,” said Godinho.
The Panchayat Minister informed the media that initially it was a known fact that there was no proper understanding among the sarpanchas about the Technical Cell. So the engineers from the Technical Cell were instructed by me to give proper information and understanding to the sarpanchas about the importance of the Technical Cell.
Godinho added that for the first time Rs 75 crore funds has come from the Fifteen Finance Commission. In the past, the Department of Panchayats was getting less funds.
The minister thanked all the sapanchas who have supported this Technical Cell.
“Almost 90 per cent of the people have welcomed the decision for a Technical Cell. The work files, which used to take months to get technical sanctions, comparative statements etc, will now because of the Technical Cell will happen within 10 working days,” the Minister added.
He further opined that having a Technical Cell is going to be the game changer in the functioning of panchayat. There are Tied and Untied funds, from this Tied funds have been specified by the Fifteen Finance Commission for specific purposes and the 50 per cent funds are Untied funds which will be used by the panchayat to send their work proposals which will get clearance within 10 working days to implement it.
Godinho also said that for the first time 15 per cent of the Rs 75 crore funds will be directly going to the Zilla Parishad bodies. The Planning Commission has given the 15 per cent of funds out of Rs 75 crore, which is approximately Rs 17.5 crore, they will be able to perform in their respective areas.
