PANJIM: If you have to do business in Telangana, you do not require to meet a minister or visit a government office. All that Telangana requires is that the entrepreneur fill up an online form which will ensure that the company complies to the laws and statues of the state and country.
Telangana, the newest State is also a leading IT State in India. About 4 lakh people are directly employed in IT companies and indirect enployment is about three times more in the capital Hyderabad alone.
Telangana Information Technology (IT) minister KT Rama Rao, who was in Goa to sign a memorandum of understanding with Goa to become knowledge partners in development of IT, told Herald, “Within the last two years we came out with at least eight policies and they are in sync with the growth and demand from the industries which ultimately benefits the common man and reaches to the tier II or tier III cities.”
Telangana on September 15 launched its Cyber Security Policy becoming the first State in the country to do so. The State also launched its open data, data center policy and also data analysis policy in line with the Prime Minister’s vision of encouraging start-ups in India.
While Goa has earmarked 100 acres to set up IT park and about 150 acres for the electronic manufacturing cluster, Telangana has earmarked about 1000 acres of land for electronic systems designs and manufacturing (ESDM).
“When we set up a park, we set it up with complete support infrastructure such as power, water, roads etc and basically it is like plug and play facility,” said Rama Rao.
In terms of packaging and positioning, Telangana has taken special care for ease of business. “In Telengana if you have to do business then you do not have to seek clearance from the government as long as the investor complies with the law of the land by statute, by legislation we have conferred upon them the power of self certification and you do not have to visit government office or meet any minister. You can actually begin business from day one. Just for regulatory process, one has to apply online,” added Rama Rao.
Telangana has bound itself through legislation that the moment they receive an online application, then within 15 days all clearances have to be given. “In case it (online application) is not done in 15 days, then on 16th day it is considered as deemed approved. Also, if we see that someone who was responsible for delivery from the government side and could not do so in a stipulated time, the concerned person will be fined to the tune of Rs 1000 per day for the delay. This is the first time in the country and till date no one has been fined. Apart from this, if the investor wishes then on the 16th day he can takes us to the court of law and we are liable for penal action. So we take full and complete responsibility,” said Rama Rao.
