TELAULIM: Telaulim gram sabha on Sunday unanimously rejected the recently hastily passed Goa Bhumiputra Adhikarini Bill 2021 in the three-day Assembly session held in July.
Sarpanch Steven Goes informed Herald that a Telaulim villager Tadeu Gracias moved the resolution firmly opposing the Goa Bhumiputra Adhikarni Bill 2021 and demanding that this Bill be scrapped by the government.
Gracias further sought that the villagers should stop renting out their premises to the migrants. He opined that if the premises were rented to the migrants, they should not be granted house numbers nor any electoral voting rights in the village.
Interestingly, the Telaulim Village Panchayat had already taken a decision that any non-Goan resident approach the panchayat seeking certificates, then their landlord should provide an affidavit styled NOC to the panchayat, else the panchayat would reject the request application of granting any certificate to the non-Goan resident.
“This resolution was approved during the regular monthly panchayat meeting held on Friday, August 27 that no non-Goan resident would be granted any certificate sans the NOC from their landlord,” revealed Steven.
Another issue that was deliberated at the gram sabha pertained to the jurisdiction of the Belem Ward whose land survey number presently lies within the Navelim Village Panchayat although Belem Ward lies within the Telaulim Village Panchayat.
“It was unanimously decided by the gram sabha members that the Telaulim Village Panchayat would write to the authorities such as the South Goa Collector as well as the Land Survey Department to revert the land survey number of the Belem Ward to Telaulim Village Panchayat. A committee will also be constituted to follow up this matter,” Steven said.
“The gram sabha members also raised the issue of retaining the road width of the ongoing construction of the flyover bridge at the First Daddio Ward at 5.5 metres. All seven panchayat members were present for this gram sabha that was attended by a total of 32 villagers,” Steven added.
