The curious case of Rosy and Ward 13

NESHWIN ALMEIDA travels through the wards of Margao and talks about the issues faced by resident. It is now the turn of ward number 13, one of the most troubled wards that has the Margao Gandhi Market in its jurisdiction. Additionally it also has, controversial Portuguese registered citizen as councillor - Rosy Pereira

Ward No 13 has continuously been in the news for a filthy Gandhi Market in Margao and and even more illegal constructions and encroachments in Shirvodem-Khareband. This ward is represented by the colourful and controversial councillor Rosy Pereira.
Pereira, in a one sided battle won in ward No 13 romping home with a 200 vote margin in 2010. Since then she has misused her powers more than once and lobbied her way through for her sons.
Time and again, the news of filthy animal carcasses and buffalo remains are unearthed in the Gandhi market as the butchers have no place to dispose of them. Rosy has done precious little for them. Also in the news is the stinking sewage and flooding in Shirvodem and the councillor has literally disappeared. Quite unwilling to speak and very quiet at the Council meetings, Rosy is a close aide of Digambar Kamat, Churchill Alemao and many other politicians and is more active during elections campaigning in other constituencies and areas except her own ward.
“Rosy has hardly visited us and only promises us work that she will get done. There’s no development in the ward and the garbage scene is the worst. We regret voting for someone like her to power,” asserted Asif Sheikh, a fruit vendor who resides in Shirvodem.
Similarly, Javed Raza explains how Rosy is never available for her voters at her residence and people are always turned down by her sons and relatives. She doesn’t even visit her ward anymore.
“Rosy is definitely a bane to Ward 13 and she was propped up by a group of people who distanced themselves from her since she’s not performed at all for five years and she definitely won’t win another term,” explained Dinshad Saed in the Shirvodem area.
While the market vendors, butchers and residents of Shirvodem are cross with her, her voters question how Shirvodem got so many construction licences and feel Rosy’s deeds need to be looked into.
