Contractor Vishwas Dumatkar letter to DGP exposed
– On November 19, 2013 A V Deshpande orally ordered electrical work of Rs 14 lakh, for the Police Training School without floating a tender
– On January 13, 2014 quotations of the work were sought two months after completion of the work
– Till, April 2015 work order was not issued, five months after work was orally ordered
– Threatened to take legal against Deshpande and police department for non-payment of pending dues since September 2013
– After constant reminders and threats, Deshpande asked the UDC to deliver Rs 5 lakh cash to the contractor as advance payment. This amount was taken from the advance deposits paid by recruits undergoing training at the Police Training School, which is completely illegal. Deshpande then asked the contractor to return this money as the current batch of students would be ending their term and would need their deposits back. All of this is not just irregular but totally illegal
Contractor Dhumatkar also stated that he handed over a receipt confirming that he received Rs 5 lakh in cash. Since he was constantly under pressure from Deshpande’s office to return the money, he finally gave back Rs 2 lakh in May 2014.
Importantly, he did not receive any amount towards his bills, even though he returned most of his advance amount
