The Margao-Colva road is a virtual deathtrap

The Margao-Colva road, especially between the Mungul Junction and Colva Police Station, which is about 4 to kms long, has cars and bikes racing down at breakneck speed throughout the day, with the speed doubling after 9 pm. 
There have been numerous accidents, from a van turning turtle and ramming into a transformer to a car going off the road and into the field to bikes skidding due to high speed and cars crashing head on with each other.
All this happens under the jurisdiction of the Colva Police. There are no speed breakers in spite of the numerous accidents. 
This road is like a vehicle testing circuit and virtually a death trap and I suppose, like every other Panchayat, the Seraulim Panchayat is waiting for a major disaster to happen to wake up. Our sleep is also disturbed due to the excessive noise of the engines. In European countries there is a ban on engines above a certain decibel level. Can this be made applicable in Goa? Why are there no speed breakers erected along the stretch? 
I appeal to the concerned authorities to travel down this stretch or stand by the side and observe the blatant disregard to road rules.
