MARGAO: In connection with the petition filed by former Carmona Sarpanch Allwyn Jorge over the locking of the gate to a public recreation facility and two community toilets in Carmona, the High Court (HC) of Bombay at Goa has directed the State government and authorities concerned to immediately unlock the gate, and grant access to the locals. “We direct the Respondents, including in particular the Respondent No 4 (Medical Officer of Chinchinim Primary Health Centre) to forthwith remove the lock and open the public recreational facility and the two new toilets at Jorge Ward in Carmona so that the members of the public can have free access to the same,” read the order.
The division bench comprising Justices R N Laddha and M S Sonak directed that the medical officer must ensure that the lock is opened by 5 pm on Tuesday. “In any case, we do not think that the Medical Officer or the Health Officer is empowered to take law in his own hands and put a lock on a facility which is meant for the members of the public,” said the bench.
“The issue about appointment of a watchman or caretaker can be sorted out by the Government with the Panchayat,” the bench added.
The bench further directed the Carmona Panchayat to ensure the cleanliness and sufficient water supply at the community toilets.
