PANJIM: With the aim of providing infrastructural support to registered cultural, social, educational, sports as well as other institutions, the State government will lease out government land and the unused government premises for a period of 21 years.
The Cabinet has approved the ‘Scheme to provide government land and unused government building to registered institutions-2013’ on Wednesday.
However, the scheme is not applicable to any religious or caste based institutions.
Addressing a press conference after the Cabinet meeting, Chief Minister Manohar Parrikar said that the basic idea behind formation of the scheme was to provide infrastructural support to all those registered bodies to alleviate the accommodation and associated problems.
The idea was also to make use of unused government land or premises and generate revenue, he said. “Several institutions like chartered accountant association, company secretary association, etc had approached the government with the demand that our unutilized premises be handed over to them on lease. But there were no such provision and hence the scheme was formulated,” Parrikar said.
The chief minister said that government would also review all those cases, wherein government land or building was handed over to other institutions in the past. “This would be done on case to case basis when they come up for lease renewal,” he said.
The scheme is not restricted to only Goa based institutions, he said. Government has constituted high powered committee chaired by Chief Secretary for selections and recommendation of the institutions for the allotment.
As per the scheme, the Directorate of Education has been appointed as a nodal office for identifying the land and premises that could be rented out. The government land would be leased out for a period of 21 years (to be extended further by 21 years) at a token rent of Rs 1 per sq mtrs, while in case of unused premises the token rent would be Rs 2 per sq mtrs.
The institutions, registered under various State and Central government Acts and engaged in the activity for a period of 5 years, would be provided 200 sq mtrs of building space and 2000 sq mtrs of land area under the scheme. The institutions will have to take care of the repair and maintenance of the building.
