MARGAO: Village Groups of Goa has condemned the Carmona Panchayat decision to grant construction licence to the Raheja housing project comprising 88 bungalows, including a clubhouse and swimming pool.
VGG has also criticized the panchayat for seeking to push the onus on the legal opinion given by Adv Kamlakant Pai.
Pai confirmed that the legal opinion submitted to the panchayat was purely on the point of clarity in title of the property and did not impose on the panchayat to issue the licence.
“The advocate stated that the site inspection was conducted by the panchayat and the report spoke of the property being enclosed by a compound wall on all sides and having an acquired six-metre access on the northern side which has been reflected by him in his legal opinion,” VGG president Zarinha Da Cunha said.
She criticised the panchayat and Dy Sarpanch Orlando Da Silva statements to the media. “TCP dept is the culprit, randomly granting technical approvals as per their whims depending upon the size of the packet changing hands under the table,” she alleged.
VGG observed that it is interesting that when building regulations in force demand that when land over 20,000 sq mts is proposed to be developed into sub-divided plots a 15-mt wide road is mandatory to serve the project but surprisingly in this case TCP approved the plans with a six-mt road.
