A broken clock is correct twice a day

The Prime Minister reshuffled and expanded his cabinet on 5 July. I won’t say anything about the new faces, they have to work and prove themselves.

The Prime Minister reshuffled and expanded his cabinet on 5 July. I won’t say anything about the new faces, they have to work and prove themselves.
From some press reports and evaluations of various ministries, three Ministries are said to have performed with distinction, of these, two Ministers Mr Piyush Goyal, minister of power, coal and petroleum industry and Mr Nitin Gadkari, minister of roads and surface transport have even been praised by the Prime Minister Mr Modi for their splendid performance.
The citizens would like to objectively analyze the performance of these two ministers — in particular power and roads, headed by Mr. Piyush Goyal and Mr, Nitin Gadkari who have worked with distinction, high energy and vigour.
Now, what was the brief given to these two ministers? Without doubt they have built more roads where none existed and installed and taken power lines to remote regions where there was no power, to achieve this they must have optimally used recourses within budgetary constraints, must have also sourced, raised and augmented critical resources like land, coal and gas at reasonable prices. Well done this far.
What about the states which have power and roads for decades; but the quality are unreliable, disruptive and denigrating every day? It should be the candour of all citizens of Goa to ask the powers that be why we are denied 24×7 quality power and safe motor able roads.
In 2014, Goa had 150 mb deficiencies in power availability, I am sure this has increased. I say this because power here is disrupted half a dozen times a day on most days, sometimes more so. Secondly, the quantum of power is far from optimal that is supposed to be delivered to every meter, as a result there are fluctuations and destruction of electronic equipment, including light bulbs that fuse frequently.
The quality of roads especially in the capital city of Panjim and the commercial city of Margao is another story.—“ Listen all Parents- do you know the main round about in Margao— The City hall on the south, the Post office at the north, shops, banks, offices and restaurants on either side with a lovely park in the centre, you and your kids will get more thrills driving on this road than a visit to any Amusement Park!!!”
Surely we do not expect our Union ministers to light up our homes and make our roads motor able in Goa; but do these ministers look at the whole picture? Are they aware of the problems faced by Power consumers and Road users in the 29 states and 7 Union Territories?
Have they been given a true picture by their counterparts in the states?
I am sure they have a fair idea of the large picture, Mr. Piyush Goyal had a mega event in Delhi last month to give a demonstration on his Ministries achievements since he took office. Ironically as he was listing his so called achievements there was a power blackout. He is also aware of how the Delhi C.M. is fighting to get 24×7 Power for Delhi unsuccessfully, that he had to crack the whip on the Ambanis. If this is the plight of the capital city of Delhi, Well, what can one say of Goa.
The reason for Goa’s Poor Power infrastructure can be encapsulated in the following pointers: Inadequate Budget, Shortage of Power availability, Faulty, old and outdated equipment and power lines, Targets of laying underground cables could not be met, Inadequate and Inefficient staff, Lack of skilled engineers, Status of Alternate energy and power sources to be inducted to plug shortfalls, Power theft and pilferage. In case of roads— problems faced for land availability, obstruction by environmentalist and other activist.
Power service and road infrastructure in Goa and I am sure, in many states is like a Clock that has stopped working; but it shows correct time twice a day.
It is like one of Modi Governments “Jumlas” for which it has gained a lot of dubious fame.
Coming back to the point, any Political Party which can answer the pointers- “a to i” – Truthfully, sincerely, giving solution in each case and completing tasks and solving problems within a rigid time frame should be considered for our vote come 2017.
