The crucial deposition of K M Maralkar, Police Sub Inspector (PSI) who worked under the Principal PTS A V Deshpande has opened up can of worms of the PTS Valpoi. The deposition, however, has not been reflected in the report which has been submitted to the DGP by the DIG after the week-long investigation into the Herald report of last month. The 25-page deposition is in the possession of Herald which throws light on many misdeeds in the PTS under the leadership of President Medallist IPS officer Deshpande.
The purchase of stationery for the year 2013-14 for the batch of 643 new recruits was done by the PTS without following the proper tendering as the bill amounting to Rs 6,57,985 was paid to Choudhary Enterprises of Panjim. The PTS has asked for providing 6432 notebooks of 200 pages, 3215 ball pens and 643 steel rulers.
The actual need of the recruits was seven notebooks per recruits but they have been forced to buy the cost of 10 notebooks each costing Rs 98 each. The recruits who have passed in June 2014 from the PTS has informed Herald that they have not been given a single pen by the training school throughout the period of training whereas they have purchased it from outside. “As there are seven subjects of theory there is a need of only one notebook per subject but we have be supplied three more notebooks,” informed one of the recruits from 643 batch.
It has been also found that the 200 pages notebook with PTS logo on it was procured at the cost of Rs 98 each and the total amount spent on notebook is Rs 6,30,336.
The two committees, ‘Committee of Selection’ and ‘Committee of Accepting’, formed to look after the affairs of entire purchases of the training school were never considered while purchasing the articles from the outside market, Maralkar was also one of the member over these committees, he says in his deposition.
The deposition has also said that some officers of the PTS forcefully offer insurance policies for their own benefit.
