Manipal staff, doctors inexperienced to carry out transplants: AAC

Appropriate Authority Committee (AAC) a body that certifies an applicant hospital fit to conduct organ transplant after inspecting the Manipal Hospital had denied certificate of registration for performing organ transplantation of the kidney on three occasions.
According to documents availed under RTI by the author, the AAC found several deficiencies.
Herald picked up one of the three inspection report which was carried out on July 15, 2016 found deficiencies at the hospital thus disallowing permission for organ transplantation of kidney.
The report says, “Nephrology department at the applicant hospital failed to provide full-time nephrologists while also subsequently finding that transplant surgeons in the urology department had not produced certificate of experience and training in kidney transplant.” 
Further, the AAC during their study also mentioned that anaesthesiologist in aesthesia department lacked experience for recipient transplant surgery and organ retrieval, while also failing to provide full time senior anaesthesiologist for kidney transplant.
Also, the committee discovered that the departments of urology, nephrology and anaesthesia did not have junior consultants/residents and that the nursing staff for kidney transplant surgery in OT did not have the required experience for transplant surgeries.
However, during the inspection, the committee also found that post-operative back-up doctors had no experience in handling kidney transplant cases, so also surgical residents were not available for post operative monitoring while further discovering that dialysis centre did not have dedicated resident doctors.
The committee report further revealed that “transplant coordinator does not have knowledge of local vernacular language and dedicated vascular set is also not available in OT for kidney transplant surgery (recipient)”.
Meanwhile, the inspection also revealed that the applicant hospital failed to establish surgical exposure of two operation theatre nurses for kidney transplant surgeries.
Similarly, members of the appropriate authority in their report mentioned that pre and post transplant nurses did not have enough experience to handle kidney transplant patients, while informing that departments of biochemistry and pharmacology were not available.
“HLA typing and lymphocyte cross matching facilities are not available in the centre,” the AAC concluded.
