The promises started raining after the Bali riots which killed two tribal boys in May 2011 but they soon dried up as time went along. Five years later, and the BJP government is about to complete its term and has inducted a senior tribal leader Prakash Velip back in the party, it’s another indication that Goa’s tribals have been used only as vote banks and promises are carrots dangled every five years.
