AICF EC grants order in GCA elections

PANJIM: The All India Chess Federation has come down heavily on Goa Chess Association as the AICF Ethics Commission has granted order with respect to GCA’s election ordering not to declare the election results.

In their recently conducted elections, Rajya Sabha MP and chief of Dharbandora Chess Association, Vinay Tendulkar was as elected unopposed as the president of Goa Chess Association for the term 2021-25.  However, the GCA members felt they were let down by the presiding officer and turned towards the AICF. 

The complaint was sent to Ethics Commission, All India Chess Federation by Mahesh Candolkar (Tiswadi Taluka), Ashesh Keni (Salcete Taluka), Vishwas Pilankar (Bardez Taluka) and Amogh Namshikar (Ponda Taluka) wherein these four Taluka members contesting for the post of President, Secretary, Treasure & Joint Secretary South  respectively challenged the result of the election of the office bearers of GCA which were declared by the Respondent (the Presiding Officer for the said election vide order dated 10/8/2021).

“The commission after going through the documents sent by complainants observed that on September 5, the day of scrutiny, the presiding officer had accepted the nomination papers of the complainants. But on the day of withdrawal the presiding officer passed the false  order dated 10/8/2021 whereby he rejected the nomination papers of the complainants and declared their opponents unopposed,” stated AIFC in the order. 

“Ethics Commission in the order has stated that from Prima facie evident that the presiding officer has erred in rejecting the nomination papers of the complainants. Further said that no nomination papers could be rejected on any ground from 6.00 pm 5/8/2021 to 10/8/2021. Thus prima facie GCA election results declared by the presiding officer  are bad in law,” the order read.

“Further it is stated that none of the provisions of the GCA whether pre or post amendment, the dated 8/1/2017 provide that only one representative from each taluka can contest for the post of office bearers.

“Notice is issued by Ethics Commission to the respondents and Goa Chess Association To submit the documents to the ethics commission before the 28/8/2021 the date of hearing,” “It is further stated that no results shall be declared and handing over charge should take place in the annual General Body meeting of the GCA scheduled on 22/8/2021 till the date of hearing on 28/8/2021.” Stated the order sent to the press by a GCA member.
