PANJIM: Crown Club, Santa-Cruz has filed a PIL against Govt. of Goa alleging corruption in the laying of Football Turf at Santa-Cruz, over Rs 2.0 cr as extra while not following tendering procedure. Renowned Adv. Carlos A Ferreira with Adv Z Dhaval will take up the matter.
The case in point Ms Syncotts International, Delhi had given the lowest quotation (L-1) for laying of FIH Hockey Turf (1½) at Peddem, Mapusa at Rs 9.30 cr which was lowered to Rs 8.60 cr after negotiation. However, the firm installed a duplicate turf which was subsequently replaced, with no additional custom duty (23% +GST) being paid through SAG to the GoI. The government extended time limit for completion and without the firm forfeiting its security.
Evidently, Ms Syncotts was approved for installing the Hockey Turf FIH in 2018 at Lucknow (UP) for Rs 2.9 cr, at Gorakpur (UP) in 2017 for Rs 3.0 cr and at Rai Bareli (UP) in 2018 for Rs 1.7 cr.
The petitioners have stated that “instead of blacklisting Syncotts for laying the duplicate hockey turf at Peddem, Mapusa costing over Rs 4.5 cr as extra than the normal price paid by the Goa Govt”
The petitioner also stated that subsequently, the Syncotts was rewarded with another contract for laying of synthetic football turf at St-Cruz at an exorbitant price of Rs 4.72 cr without shock pads. The petitioners maintained that the contract was given in contravention of CVC, Govt. of India instructions enunciated in notifications dt 3/3/2007 and 3/8/2001 as the company had offered the second lowest quotation.
