Hosts Goa, Maharashtra, Madhya Pradesh, Gujarat and Daman and Diu are participating. The top two will qualify for the all-India finale.
All the State teams will be divided into five zones. Total 12 teams, two from each zones will compete at the National final. Each team would then play in a round robin format. The top four teams with the maximum points would advance to the semi-final stage, two of them would progress to the final stage.
