Proposed amendments to TCP Act will lead to large scale corruption: Cong

PANJIM: Goa Pradesh Congress Committee (GPCC) President Girish Chodankar on Sunday said the Town and Country (TCP) Department by way of proposed amendment bill in the present session wants to introduce Section 41(a) acquisition of land 41(b) Transfer of land by way of accommodation, reservation and 41 (c) to preserve land from construction by withdrawing development rights of properties and allotting it to other location.

PANJIM: Goa Pradesh Congress Committee (GPCC) President Girish Chodankar on Sunday said the Town and Country (TCP) Department by way of proposed amendment bill in the present session wants to introduce Section 41(a) acquisition of land 41(b) Transfer of land by way of accommodation, reservation and 41 (c) to preserve land from construction by withdrawing development rights of properties and allotting it to other location. 
Chodankar also said that this is an indirect way of the TCP Department empowering itself into a “Scam and Corruption Planning Department.”
“As per the said draft bill it indirectly helps through the backdoor zoning of the Regional Plan being changed even after the Regional Plan coming into force. The TDR concept will put huge pressure on the demands of water and electricity and will jeopardize the interest of the locals by huge influx of the foreign players and it will also convert Goa into Concrete jungle. The basic intend seem to be that land of certain individuals will be acquired for TDR “Transferable Development Right”  exchange and land which is already in the process of Acquisition of certain individuals will be benefited,” Chodankar said.
He said, “The present introduction of TDR policy will wash away the basic intent of the Regional plan and will indirectly dilute the entire Town and Country Act which prohibits change of zone of plan once the Regional plan is finalized. The TDR policy is nowhere for the benefit of the common “Goenkar”. Sec 16B of TCP act which is proposed will erode the basic sanctity of having a regional plan as the proposals to have case to case basis change of zone will flood the TCP. The present intent of the Government is to not create change of zone case to case but it is suit case to suit case basis.”
He further said that the concept of TDR never intended to be exploited as proposed in this State and the proposed amendments when they will receive assent of Governor and her signature it will be a indeed final signature on the sale deed to sell Goa.
