CANACONA: Chaos reigned supreme at the Loliem Polem gram sabha with the panchayat secretary leaving the meeting abruptly forcing the villagers to demand his transfer within eight days for his inability to discharge his duties.
A resolution to this effect was proposed by Vishant Prabhu which was unanimously passed.
Earlier, after reading the minutes of the last gram sabha, secretary Manjunath Gaonkar took up the next issue of finalizing the income and expenditure wherein he was stopped by a members Dattaprasad Prabhu Gaonkar, who asked him to read out the minutes and proceedings of the special gram sabha held on November 27, 2016 to discuss the proposed IIT project in the village, but to this the sarpanch intervened saying the minutes of the special gram sabha cannot be included in the general gram sabha .
Raising strong objections to the sarpanch’s statement, the villagers demanded that IIT gram sabha minutes and proceedings be read and finalized first. This was followed by chaos in the panchayat hall as the sarpanch and secretary expressed their unwillingness to discuss the issue.
Following people’s pressure and demand, the secretary Manjunath Gaonkar began reading out the minutes of the IIT gram sabha. Since he didn’t record the entire proceedings of the special IIT gram sabha he left the hall abruptly which was followed by the adjournment of the gram sabha. The sabha later continued  under the chairmanship of panch Shailesh Pagi .
Failing to fulfill the demands of the villagers and conduct gram sabha, Dattaprasad Prabhu Gaonkar  proposed a resolution that no gram sabha be conducted until and unless, the minutes and proceedings of the special IIT gram sabha are finalized which was unanimously passed by the villagers.
