PANJIM: Even as the post-mortem examination of the 34-year-old Russian man who died under bizarre circumstances on Friday is yet to be conducted, police sources suggest that the deceased may have been under the influence of illegal drugs, which could have led to his violent behaviour. Meanwhile, the Pernem police said that they have conveyed the news of his death to the Russian Embassy.
The Russian national who was residing in Goa died in a police vehicle while being taken to the Institute of Psychiatry and Human Behaviour (IPHB) in Bambolim on Friday.

Earlier in the day, the Russian man was reportedly roaming the streets half-naked and created a ruckus in the Pernem area. The Pernem police arrested the man for abusing passers-by and creating a nuisance.
After the police prima facie found that he was mentally unsound, he was taken to the health centre in Tuem. In the meantime, the man started behaving very aggressively. The doctors at the health centre certified that the Russian needed psychiatric help and it was suggested that he be taken to a psychiatric institution, subject to the consent of the Judicial Magistrate. While the police officials were taking him to the JMFC Court, to get approval to admit him to the IPHB, the Russian man became unresponsive. After checking his vitals, the doctor at the health centre declared him dead.
North Goa Superintendent of Police Nidhin Valsan said, “We have submitted a report to the Judicial and Sub Divisional Magistrate, and we are taking further action. We are also in the process of informing the authorities concerned, and the Russian Embassy, regarding his death,” said Valsan.
