CUNCOLIM: The Cuncolim Municipal Council bi-monthly meeting witnessed ruckus between ruling Councillor Udesh Dessai and Chairperson Laxman Naik, on Friday.
Both exchanged filthy words against each other and ruckus went to such an extent that agitated Chairperson Laxman called Councillor Udesh a barking dog.

Opposition Councillor Rahul Desai demanded an apology from the Chairperson for insulting the Councillor and for using unparliamentary language.
Rahul warned the Chairperson to withdraw his words and apologise to the Councillor otherwise they would boycott the forthcoming council meeting.
The incident took place when Udesh questioned for cancelling the special meeting of the CMC. It was learnt that in the special meeting, Councillor Udesh had demanded a special meeting to take action against former Chief Officer Violet Gomes but the meeting was adjourned due to technical issue for not having a proposal and seconder.
Later, arguments broke out between Councillor Udesh and Chairperson Laxman on every issue. Commotion was averted due to the intervention of the police and Chief Officer.
Councillor Udesh tabled various issues and took the Chairperson to task.
Chairperson Laxman accused Udesh of insulting the first citizen of the town by calling him incompetent. The Chairperson said that he used such words due to his unwanted behaviour.
Meanwhile, during the meeting, various development works were approved. It was decided to electrify the new commercial building of CMC, purchase new generator, new hearse van and hire four workers for garbage collection. Apart from Rahul from the opposition group and Udesh from the ruling council, none of the councillors opened their mouth.
A resolution was passed to ban the use of plastics. However, the Councillors did not seem to be serious about this important issue.
A similar resolution was taken earlier but has not been implemented.
The Chairperson informed the councillors that the High Court has ordered to pay an additional Rs 3.5 crore to one of the landowners and Rs 70 lakh to the other of the land acquired by the CMC near the garbage plant and at Cuncolim Bazaar.
The Councillors suggested that the land which is not in use should be sold and funds should be sought or help should be sought from the government.
Udesh raised doubt over the construction of shade near garbage plant. The council had spent Rs 68 lakh for construction of simple tin shade.
Councillor Udesh also charged the council for not following proper norms in appointment and conforming workers. During entire meeting, both the Chairperson and Councillor exchanged words.
