PANJIM: In what could give a major boost to the real estate and industrial sector, new construction licences in municipal areas will henceforth be issued within 19 days of application, with the State government bringing the service under the Goa (Right of Citizens to Time-Bound Delivery of Public Services) Act.
The government through a notification on Monday brought additional services under the ambit of the Act.
As per the notification, licences for new constructions in municipal areas will have to be issued within 19 days, that is – site inspection has to be complete in 12 days, decision on application within three days, decision to the applicant to be conveyed within two days and the licence issued in two days from the date of deposit of licence fees.
The recently introduced Goa State Incentives to Encourage Investments Schemes, 2017 has also been brought under the ambit of the Act, wherein the Industries Director will grant sanctions to projects up to Rs 10 lakh, while those above Rs 10 lakh will be dealt with by the Industries Secretary, in case of employment subsidy scheme and incentives to industries. The sanction has to be done within 30 days.
In case of State Mission for Food Processing Scheme, 2017, the sanctions are to be accorded within 45 days, while the disbursement of the incentives is to be done in 15 days after receiving the sanction order.
The occupancy certificate for the unit has to be given within eight days, while the water connection to industrial estates has to be released in 14 days.
The department of factories and boilers will also have to implement the time bound service while delivering various services like approval for factory plans (90 days), grant of factories license (21 days), renewal of factory licenses (21 days), transfer of license (21 days), etc.
The Department of Food and Drug Administration will also have to adapt to giving the services in time bound manner for grant of drug wholesale license (30 days), fresh drug license (30 days), renewal (30 days), etc.
Further, the PWD will now have to clear the applications for new water supply connections within seven days from the date of application. Registration of Society Act is also brought under its ambit.
