Electricity Department still living in the 18th century

Have you tried to pay an electricity bill for another person in another area than your own? Please do not venture into the 18th century bill paying system. Bad enough the Electricity Department cannot supply uninterrupted power supply but paying a bill is a nightmare.

Panjim will accept only Tiswadi bills. Mapusa is even worst. Different divisions are spread all over Mapusa city. One division will not accept a bill from another area in Mapusa. So, if you are from Tiswadi and accepted to pay an electricity bill for a friend from Mapusa, be prepared to be shuffled from one place to another and that too not in the same building but another building in another place. And, as though that is not enough of frustration, if it is a cheque, it better be of the exact amount of the bill.
What if you want to pay in advance for projected 6 months bill? No, you can’t do that, the computer will not accept that. No, there is no box you cannot drop your cheque with the bill. What a ridiculing  system is this?
There is nowhere in the world a system such as this, where one cannot pay at any Electric Department, where one cannot pay an amount more than the bill. We boast about India having the best brains in the world in IT. Electricity Department being one of the major establishments, it is amazing that the billing system is not centralised for all over Goa. For how long will the Goa Electricity Department continue living in the 18th Century?
