The Navelim Village Panchayat’s Gram Sabha on Sunday deliberated on a range of civic issues affecting the village, with members passing several resolutions and seeking greater accountability on governance, infrastructure and environmental concerns.
A key issue before the Gram Sabha was the Panchayat’s audit report. Members questioned several observations made by the auditor and decided not to approve or propose the report, stating that numerous issues highlighted in the audit required clarification. The Gram Sabha also passed a resolution seeking the removal of the implementation of Section 39A in Navelim, citing concerns over its application.

Garbage management figured prominently during the meeting, with Gram Sabha member Roshni Rodrigues raising concerns over the tender awarded for garbage collection services. She called for greater transparency and efficiency in waste management, while referring to the auditor’s observation that the contract had been awarded without obtaining the necessary approvals.
The long-pending proposal to install CCTV cameras at strategic locations in the village also came up for discussion. Gram Sabha member Cerita Mendonca urged the Panchayat to implement the recommendations of the camera committee to improve public safety and monitor key public spaces.
Responding to the issue, Sarpanch stated that the Panchayat would take the necessary steps once the High Court issues its order. However, Gram Sabha member Harold Pinto questioned whether the Panchayat would proceed with the installation if the court’s order was unrelated to the matter. Members noted that the proposal for CCTV cameras has remained pending since October 12, 2024, when it was first introduced by Gram Sabha member Roshni Rodrigues.
The Gram Sabha also congratulated the Navelim Biodiversity Management Committee for securing first place in Goa, commending its efforts towards biodiversity conservation and environmental protection.
Residents expressed concern over the poor restoration of roads following excavation works, pointing out that several stretches remain in bad condition even six months after underground utility works were completed. Members urged the Panchayat to ensure that all agencies properly restore roads after carrying out such works.
The issue of roadside vendors obstructing public spaces and affecting the smooth flow of traffic was also raised by Roshni Rodrigues, with members seeking appropriate action from the Panchayat.
Another matter of concern was the proposed mega plotting projects in the village. Cerita Mendonca called for thorough scrutiny of the developments to ensure compliance with all applicable rules and regulations. Several members expressed apprehension that the increasing number of large residential projects, many featuring swimming pools, could put additional pressure on the village’s water supply and deprive local residents of essential resources.
Responding to the concerns, the Sarpanch said the Public Works Department (PWD) had informed the Panchayat through a letter that adequate water would be available to meet future demand.
