Backlog of cases

It is very interesting to note that the Justice Bakre of the Goa bench of Bombay High Court said that there are around 4 crore cases pending in the various courts of the country. It would have been very nice if he had also clarified about how many cases are pending in the courts of the state of Goa and what is the cause of such a big backlog.
It is known to every High Court judge who goes through these cases that in most of these cases the government is one of the respondents, if not the main respondent. So many cases would not have reached the portals of the High Court if the incompetent authorities appointed by the government to hold important designated posts in service to the citizens, had done their own duty at the law level. Unless firm and strict discipline is enforced there will be no solution to the backlog of cases.
