From Rajasthan to Goa, this man has manage to break every anti COVID pre-caution and endangered the people of Ribandar, and Goan authorities did nothing

Tuesday Herald reported on how this red zone returnee went on a merry ride through Goa after returning from Rajasthan. Today we will produce documents and produce more information on his romp through Goa, claiming he had “willingly” offered to be quarantined. We will also ask questions on the veracity of his permissions including his travel passes as well as his authenticity of is “negative” COVID test

Let’s cut to the chase of this story without any ado. This man,
not originally from Goa but has settled  here and runs a store in Ribandar
was in Rajasthan (among other places) managed to enter Goa on the night of May
6 on  a travel pass issued by the Rajasthan government. Importantly at the
time of entry he did not have a counter pass from the Goa government when he
reached Goa’s borders (please see copy of the pass issued by Rajasthan).

Rajashthan govt pass has one car number, Goa pass another. Dates
of travel and mobile numbers don’t match

The pass issued by the government of Rajasthan was valid for the
period 05.05.2020 to 06.05.2020. The car number on the pass on which this man
travelled from Pali in Rajasthan to Goa (where he has his family and business)
was MH 12 QF 8031 ( Annexure A). The mobile number of the applicant on this
pass was xxxxxxx395.

After his arrival in Goa, and his total illegal travels for
which he should have been booked, this man managed to get another pass from the
Goa government from travel from Rajasthan to Delhi for a period May 7 to May 9,
2020 with the purpose ‘Goan stranded outside Goa’. This is two days after he
entered Goa. The pass issued by North Goa Collector R Menaka has his vehicle
number as GA- 06 F 0866. How did a Maharashtra car become a Goa car? And interestingly
the mobile number on the Goa pass is also different ending with xxxxxxx373. The
arrival time at the state border stated ‘Not required’

Goa Collector’s pass said quarantine Centre was Old Goa
Residency. He went everywhere but Old Goa Residency

Then the Collector North Goa clearly stated on the pass that
this man’s facility quarantine center would be ‘Old Goa Residency’. Look at the
irony. This was issued after he literally roaming all over the place going from
one house to another, as you will read below

While the Collector North Goa needs to answer how a man who had
already entered in another vehicle was give a pass, her office as the police
need to answer why this man hasn’t been booked, because in addition to those
violations he did not turn up at the Old Goa residency for quarantine and is
still saying somewhere else, with no one in the government even questioning
him.

So where did he roam? From detailed conversations with several
people, looking at texts and conversations shared n confidence and certain
other irrefutable evidence, this is what happened on the night of May 6th late at night. To begin with, he literally gave the police at the Goa border a
slip. Told to wait by the Goa police till
he was checked by the medical team he slipped away and managed to reach Vasco
where he stayed with his brother at his flat having reached the residence early
morning on May 7th. However, the society in Vasco there called the
police and they were taken to Vasco PHC. Please note the man walked into his
brother’s society in Vasco from a  red zone.

The duo 9he and his brother)  was checked and, in a few
hours, according to the man they were informed they were Covid negative. They
were however instructed to remain in home quarantine in total isolation in
Vasco.

You call this a COVID negative certificate?

Here take a look at Annexure B, the supposed COVID Negative
pass. Can Health Minister Vishwajit Rane confirm if this is how COVID negative
reports are issued? Handwritten on a crumpled piece of paper, to ‘Whomsoever
concerned”, with the name of the person issuing this so-called “certificate”
not legible and the attempt at making this official, a stamp so faint that
nothing is visible

Vasco to Ribandar and straight to
his flat, on what authority?

Despite receiving these
instructions, he travelled to Ribandar (on 7th itself) and stayed with his
family in his Ribandar apartment for over 24 hours, arriving before the
security and society members could even meet him before he entered. His family
continued to run the shop they have in the same complex where a large number of
people residing in Ribandar come and purchase their daily requirements.

When residents of the complex
learned of his presence in the complex, they immediately informed the
authorities on May 7th. The next day following instructions from the
Dy Collector, the Talathi visited his home and found him staying with his
family. He was then instructed by the Mamlatedar to remain in quarantine with
his family and to keep the shop closed. They ignored it and kept the shop open
the entire day.

He shifts again. And again. 
Quarantine sticker  on his house goes missing

By 3 pm that day, he shifted to
another apartment at the nearby Vastu Hermitage, whose keys he seemed to have
clearly flouting he Mamlatedar’s instructions

However, locals in Vastu Hermitage
noticed movement in a closed flat and called the police. However, he was able
to leave this place too.  The next day the police came and made his family
down the shutters of the shop and the health authorities came and affixed a
quarantine sticker on his family flat late morning. However, this sticker which
was affixed in the morning had gone missing by the evening. The PSI from Old
Goa PS Veronica revealed he was not found staying in his apartment.

On the 8th when the
Talathi came and checked, he was not staying in his apartment but in a bungalow
in Babunagar with his family breaking quarantine yet again. When the Talathi visited
him on the 8th he was told, he would have to stay in quarantine
with his entire family and the shop would have to remain closed.

We have several questions but the
most important of this is From the Collector to the SP right down to the
Mamlatedar and Talathi allowed this circus to carry on. And this circus did not
give anyone any amusement but pain and serious worry. If any resident of
Ribandar gets Corona Virus, will they hold up their hands and admit they are
responsible for gross negligence and dereliction of duty?

Readers, we have not named the man because it is his deed which
needs to be exposed and he taken to task. This man took a series of wrong
decisions endangering others. We hope he realizes what he has done and is made
accountable by law

7 straight questions. Goa wants seven straight answers

1. He
did  not have permit to enter Goa from the Goa Govt when he came on the
6th of May one can only travel when one has permission from both sides. How did
he enter Goa

2.
How did he slip away from the Patradevi checkpost and why hasn’t the police
taken any action for that act and allowed him to go on a Goa darshan

3. He
did not remain in institutional quarantine as per the guidelines. Why no
action?

4..
He was told to remain in self-isolation by Vasco PHC with his brother but he
came down to Ribandar. What action has been taken for this violation

5.
How did quarantine sticker pasted at his residence disappear

6.
When was told by Mamlatedar that whole family will have to quarantine and shop
remain closed, he again broke quarantine and slipped away to Vastu Hermitage in
Ribandar, to try and show he was not staying with family (a fact verified by
Talathi on 8th). Just so they could try to open the shop in greed. His
travelling was again breaking of guidelines.

From Vastu Hermitage moved to Babunagar to a Bungalow again breaking quarantine
wherein he is not supposed to move around.

Shocked residents of the same society speak

How did he end up in Goa travelling across so many states? His
travel history is vague, he gets an ok stamp from a clinic in Vasco apparently
on a dirty paper which does not have any telephone number or logo of the
establishment

There was no clarity and this created panic, the resident should
have had a copy of the results and given it to the society. This caused all the
miscommunication. Right now, he is not in the society and he and the family are
in quarantine. The society is providing the family with vegetables and whatever
other things they need. We have elderly people in the society and they are
certainly susceptible. The movement from Milroc to Vastu Heritage caused all
the problems. I am sure the police are aware of where he is-

It is an unfortunate situation. He came without a valid pass and
came into the society without approval and wanted to open his shop. He did not
stay in quarantine which is very unfortunate. The pass was not done properly.
The pass number did not match. This is just one case, there could be many more.
I have heard people are sneaking into Goa via other routes. Now with trains
starting, Goa which is now in the green zone could move into the red zone
