Glitches and shortages make HSRP a high tension process, say Goans

The fitment of the High Security Registration Plates for vehicles is mandatory in Goa since October 2019 and most vehicle owners are going through a harrowing experience to get the new number plate. With no proper information about the benefits of the high security plates, Goans are not finding the process smooth and hassle free

From long
winding queues at the RTO offices to the never ending line at the fitment
centres, the patience of Goans is being tested with the new High Security
Registration Plates that have to be fitted to vehicles.

Web glitches, shortage of staff and shut
counters

The common
Goan has been faced with glitches on the web portal post which vehicle owners
ultimately land at the RTO to be faced by short staffed counter employees or
shut counters.

The
date for fitment has been extended keeping in mind these shortcomings.
Assistant Director of Transport, Meghashyam Pilankar says, “There is a notice
published on newspapers in Goa about the extension of time for the fitment of
HSRP number plates. The vehicle owners who could not get their vehicles fitted
within the stipulated month will be given additional/extended time without any
punitive action. The challaning will start only after ensuring that all
vehicles have been fitted with the HSRP. The vehicles of all series with
registration number 0001-1000 can continue applying for the fitment date.”

Goans
share their experiences and doubts about the HSRP:

It
was very easy to apply for the fitment date and I did it online on the first
attempt itself. You had to go on the portal and follow a simple procedure of
entering your Registration number and chasis number. The next page is already filled
with your information and you have to only select which centre you prefer.
After paying the amount online, you receive a message with the date and centre
for the fitment. But, I applied for my petrol vehicle and the next day, I
applied for my cousin’s diesel vehicle yet his fitment date is November 21
while mine is December 13, 2019- Maria
Lourdes Mascarenhas, Candolim

There
was no trouble in getting the fitment date from the RTO office in Vasco, but
the trouble was getting the number plate fixed at the centre. It was raining in
Baina and there was no shelter. We had to wait under a flyover and work in the
muck. There was only one employee to fix the number plate for so many vehicles
which was quite time consuming. We even helped him remove the old number plates
to speed up the process- Cosmit Araujo,

I
knew that deadline for the registration number beginning with 0 was October 31,
2019 and since I work in Porvorim , I found it convenient to get the fitment
date from the Panjim R T O. After standing in the queue for nearly 30 minutes,
I was told to go to Mapusa R T O office where my bike was registered. After
leaving the line and calling a colleague, I learnt that I could get the date
from the Panjim office itself. I had to go back the second time and question
the person on the counter. Then I got the date of fitment. The staff itself are
unaware of the procedures and don’t provide any additional information- Glen Afonso Rodrigues, Salvador do Mundo

It
was a quick process to get the fitment date online. I found out about the web
portal and I got the date without any glitches. I did the same for five other
vehicles of my friends whose registration number started with 0. I got the date
in the month of December. However, just yesterday I received a message that the
date is postponed and I will receive a new intimation about the date for
fitment. It was the same for the other vehicles as well  – Ann
