CHINA BLOCKS BAN ON MASOOD

United Nations is an intergovernmental organisation to promote international co-operation. Its objectives include maintaining international peace and security, promoting human rights, fostering social and economic development, protecting the environment and providing humanitarian aid in cases of famine, natural disasters and armed conflicts. Its permanent members are US, UK Russia, France and China. 
At the BRICS Summit in Goa last year China blocked India’s attempts to name Jaish-e-Mohammed and Lashkar-e-Taiba (LeT) wherein the BRICS member states pledged to relentlessly pursue terrorist outfits designated by UNSC. In July 2016 at Seoul, China and a few other countries blocked India’s entry into the NSG questioning how a non-NPT state can seek the status.
Non-Proliferation Treaty or NPT is an International Treaty whose objective is to prevent the spread of nuclear weapons/weapons technology, and to promote cooperation in the peaceful uses of nuclear energy and further to achieve the goal of complete disarmament. The treaty recognises all the above mentioned five permanent members as nuclear weapons states. NPT is based on a central theory that non-nuclear states agree never to acquire nuclear weapons and the NPT nuclear powers in exchange agree to share the benefits of peaceful technology and to pursue nuclear disarmament aimed to ultimate elimination of nuclear arsenals. However, all nations did not find favour with this perception and few countries like India, Israel, North Korea and Pakistan have not signed the NPT and openly tested and declared they possess nuclear weapons. India on its part maintained it is sharing 7500 kms border with Pakistan and China both nuclear powers and to maintain the equilibrium of political power it has not signed the NPT. In November 2016 ahead of a meeting in Vienna, China maintained there in no change in its stand.
Now China openly supports terrorism in India. Masood Azhar has a violent background. In February 1994 he was arrested by India for his terrorist activities in J&K. In December 1999 he was freed by the Indian government in exchange for passengers on the hijacked Indian Airlines Flight IC814 to Kandahar. He is the founder of Jaish e Mohammed, a terrorist outfit operating from Pakistan. His organisation is branded as a terrorist outfit by the UN.
Following the attack on IAF base at Pathankot in January 2016 India wrote in February 2016 to UN to list Azhar under the Al-Qaeda Sanctions Committee. All efforts faced stiff opposition from China twice which put a technical hold before finally blocking the Indian proposal in December 2016. In a significant bid by the US supported by the U.K. and France in UN for designating Pathankot attack mastermind Masood Azhar as a global terrorist has again been blocked by China for the third time saying “the conditions have not been met for Beijing to back the move”.
In another development it is believed China has advised Pakistan to put under house arrest Hafiz Saeed founder of Lashkar-e-Taiba following Donald Trump’s categorical statement US will eradicate radical Islamism. Hafiz Saeed is a mastermind of Mumbai blasts of 2008 which killed 166 innocent people and destroyed national and corporate properties and is also involved in many other terror attacks against India.
