I refer to the Request for Proposal (RFP) document dated 26/02/2015 of the Info Tech Corporation of Goa Ltd (ITG) for selection of consultant for carrying out the transaction advisory services for the development of Information Technology (IT) / Information Technology Enabled Services (ITES) & Electronic Manufacturing Clusters (EMC) in the State of Goa.
As a citizen, let me highlight some of the issues of concern.
Has ITG prepared any concept paper to identify the requirements for the development of IT/ITES & EMC in the State of Goa? If so, was there any stakeholder consultation process for defining suitable IT/ITES & EMC project packages in the State of Goa in terms of project type, project location & project sizing?
According to the description of work highlighted in the tender document, the IT/ITES park is to be located at Chimbel in Tiswadi taluka on an area admeasuring 4,54,025 square meters and the EMC project is to be situated at Tuem in Pernem taluka in an area admeasuring 5,97,125 square meters. On what basis has the decision on land requirements for the new IT/ITES & EMC projects been taken by ITG? Can the master plans of the projects be prepared without approved master plans of the project (and surrounding) villages in terms of population and land-use plans? From the scope of works (as highlighted in the tender document) for the project, it appears to be a massive urbanisation projects
Have the Tier –II & Tier –III cities in India been identified and notified? Can the existing project villages be classified as Tier-II & Tier-III towns/cities to implement a vague civil aviation policy for promoting Mopa Airport?
The only Technical Expert proposed on page 31 of the RFP document has no qualification and experience to complete the tasks highlighted under the scope of works of the consultant (refer page 2 to page 14 of the RFP document). It is therefore not possible to assess the capability of the consultant for the assignment based on the eligibility & technical bids of the tender document.
It appears from the tender document that the so-called selected transaction advisory services consultant can appoint hidden technical sub-consultants for completing the scope of works without evaluation of their capabilities by ITG at the time of selection. This is totally unacceptable.
Chapter 6 of the tender document is on invitation of bids. According to clause 9 of Chapter 6, Info Tech Corporation of Goa Ltd disclaims any factual or any other errors in this document (the onus is purely on the individual tenderer / bidders to verify such information) and the information provided herein are intended only to help the tenderer /bidders to prepare a logical bid-proposal. Can we allow this to happen?
In my opinion, this tender is fixed. The financial consultant of Mopa Airport (who is also the tourism master plan consultant) is going to be appointed as Transaction Advisory services consultant for the project in order to make the unsustainable Mopa Airport forcibly feasible through unsustainable projects. This must be stopped immediately.
