There are some interesting statements in the Mopa Airport EIA report. In the second paragraph on the Baseline Information of the project site (refer Mopa Airport EIA report, page 38 of 119), it is stated that the North Goa District shares its boundaries with Ratnagiri and Kolhapur Districts of Maharashtra and South Goa District.
The so-called 30 approved TOR Compliance statements and status lists is included from page 1 to page 4 in the Mopa Airport EIA report. Under Sr no 29, it is required to submit details of Corporate Social Responsibility (CSR). The EIA report under status lists that presently government of Goa is the owner of the proposed Greenfield International Airport at Mopa. Under such circumstances, the government cannot separately formulate the CSR. Accordingly communication has been sent to MoEF to waive the CSR point no XXIX in the approved TOR.
Are there any project specific CSR guidelines for Mopa Airport issued by MOEF? Has the EIA consultant completed the EIA report without getting the status of the CSR point in the approved TOR? Why is the Public Private Partnership (PPP) policy applicable for development of the proposed Greenfield International Airport at Mopa still not been defined and approved? Without a specific PPP policy guidelines document, the present owner will not be able to take any decision during the implementation of the project after the land is handed over for the project. Also, the consultants of the present owner will become the consultants of the Design Build Finance Operate Transfer (DBFOT) Mopa airport developer. Why is the name of the client not mentioned by the technical consultant in the Mopa Airport presentation report dated November 3, 2014? Also, why is there no pre-application conference report dated November 3, 2014 by the client/project Authority for Mopa International Airport?
Come make in India is an ambitious project that can boost investments in the manufacturing sector in Indian States having vast lands and large pool of human resources for sustainability of Special Economic Zones and industrial crridors. However, in Goa, with limited land resources and less population, such project initiatives will result in land grabbing for speculation and unsustainable real estate development projects. In Goa, the type of appropriate projects, project sizing and project location guidelines are required based on detailed field studies. Without approved project master plans and PPP policy for project monitoring or implementation, the Mopa Airport and other supporting projects will create new unwanted social problems and cause large scale environmental degradation in Goa.
