THE GBA VIEW:
Post-participatory process insertions like MIZs and ETZs be deleted
Additional “settlement area” proposed by some village panchayats bypassing the village level committees on RP 2021 be removed
All ODP areas be brought under RPG 2021 and the NDZ, ESZ rules applied to these areas hitherto under PDAs
Process be initiated to bring the TCP Act in consonance with Article 243 of the Constitution THE
VILLAGE GROUPS VIEW:
Village Groups of Goa said that the RPG 2021 be scrapped in toto and reformulated. This view was supported by the Manohar Parrikarled Government in the run-up to and soon after the elections of March 2012, only to be forgotten six months later
CHURCH VIEW:
The Council for Social Justice and Peace- led view was that the TCP Act, 1975 be first replaced by another Act (based on its 05 August, 2009, “Framework for Development Planning in Goa” prepared by Edgar Ribeiro, earlier a vocal member of the SLC and advisor to the CM on TCP) The RPG 2021 would be acceptable only after the new Act was in place
