6,000 fresh recruitments made in last one year

Poll model code of conduct halts filling up of 1050 vacancies

PANJIM:  Dr Pramod Sawant led government managed to recruit 6,000 persons over a period of one year in various departments even as the election model code of conduct has halted the process to fill-up close to 1050 vacancies. 

Around 10 per cent of those hired got the offer letters just days before election schedule was announced. 

With eye on State Assembly polls, the Sawant government had announced to fill 10,000 vacancies in various departments, last year. Accordingly, in June 2021 government lifted the freeze on recruitments. It withdrew the recruitment ban imposed on November 22, 2016 by then Laxmikant Parsekar government. The ban was put in place following the financial burden due to implementation of Seventh Pay Commission. 

“The moment Election Commission of India announced poll schedule, the mode code of conduct has come into force and accordingly, directions have been issued to all concern departments to stop recruitment process,” sources in personnel department told HERALD. 

Advertisements to fill up close to 1050 posts, across various departments were issued in the month of November-December, 2021. In some cases, written examination or skill tests were schedule this month, which stood cancelled in view of election code. 

The recruitments were initiated by departments like Electricity (255), WRD (190), Forest (80), Animal Husbandry (75), Excise (50), Sub-Registrar office (30), Town and Country Planning (60). The department for Environment and Climate Change, Directorate of Transport, and Goa State Pollution Control Board- the autonomous body, too had issued advertisement to fill the vacant posts.   

Also, the fate of nearly 360 candidates, who were selected for various posts in the Public Works Department (PWD), hangs in the balance after government kept on hold the recruitment process, last month, pending vigilance inquiry into the alleged recruitment scam. 

Since January, 2021 till the first week of 2022 January, around 6,000 fresh recruitments have been done in government. The maximum recruitments of 1307 are initiated in police department, followed by 750 in Goa Human Resource Development Corporation, 571 in Goa Medical College and Hospital (GMC), 296 Home Guards and another 269 posts as Border Security Guards under Union Home Ministry. 

Posts were also filled in Directorate of Health Services (244), Electricity Department (243), Agriculture Department (151), IPHB (100), Department of Accounts (109), Directorate of Women and Child Development (103), Kadamba Transport Corporation (88) among others. 

The various posts includes police constables, staff nurses, junior engineers, LDC, meter readers and lineman, accountants, doctors, stenographers, conductors, food inspectors and other group C posts.
