Bill to check ragging tabled

Goa Prohibition of Ragging (Amendment) Bill, 2010, that contains strict measures to keep in check ragging in educational institutions, was introduced during the Monsoon Session of the Goa Legislative Assembly on Tuesday.
The Bill has inserted a clause which states that as far as possible faculty members should dine with hostel residents to instill a feeling of confidence among freshers, who are more likely to be subjected to ragging by their seniors.
Another very important clause the Bill has added is for registering of lodges, based outside the college campus, with the police station. The clause reads: “The private commercially managed lodges or hostels outside campus shall, on the recommendation of concerned head of educational institution, be registered with the local police station”.
The Bill states the local police, local administration and institutional authorities should ensure vigil on any incident of ragging. “The management of the lodge or hostel shall be responsible for reporting cases of ragging in their premises. Non-reporting will entitle the head of the institution to cancel the permission of the lodge”, the Bill entails.
It has a provision for anti-ragging committee and an anti-ragging squad that have to be formed by the institution. The anti-ragging committee should have representatives of civil and police administration, local media, NGOs, faculty members, parents, freshers, seniors and non-teaching staff.
