MARGAO: Tensions continue to prevail at Carmona as agitated locals converged at the panchayat ghar to enquire about the confusion pertaining to the resolution moved by four panchas to revoke the construction licence of Rahejas.
While police were present as well, there was uproar among the villagers after they discovered that the secretary had not officially noted down the resolution of the four panchas.
With the big crowd, Carmona panch Carlos Jorge warned that functioning of the panchayat would continue to get affected if the acting sarpanch failed to convene the panchayat meeting as requested by the four panchas to confirm the minutes of the October 3 meeting.
It maybe recalled that the four panchas including former sarpanch Lavita Dias had moved the resolution at the end of the meeting but acting Sarpanch Orlando had claimed it was not valid following which the four panchas had submitted an application asking for panchayat meeting to be convened immediately on October 9 to resolve the matter.
The four panchas along with locals have also decided to meet the Salcete block development officer on Wednesday morning regarding the matter. The locals had also moved an application to view the minutes of the panchayat meeting. While a villager alleged that secretary had incorrectly recorded the minutes, Jorge and panch Prisco Rodrigues questioned how the resolution moved by them had not been registered in the minutes of the meeting. The secretary had stated that the panch members can correct the same at the next meeting and that he is yet to complete the minutes, he added that the pancahyat would be writing to the TCP department to submit the joint inspection report held on September 30.
While addressing media persons, Jorge explained that in their letter the four panchas had asked for holding the panchayat meeting before October 11 gram sabha, so that the minutes of the previous meeting could be confirmed and the proposals for the gram sabha discussed.Jorge also criticised the acting Sarpanch Orlando Da Silva for not having responded yet to their letter and further questioned the secretary as to why the meeting could not be convened given that the four panchas that have requested the same form the majority of the seven member panchayat body.
While the secretary replied that it is the prerogative of the sarpanch to call the panchayat meeting, Jorge warned that the entire pancahyat would be brought to a standstill if the meeting was not called for.
President of the Carmona Villagers Forum Soccoro Miranda also criticised the secretary for not recording the minutes of the meeting.
