On the second and fourth weeks of the month, banks work for five days in the week and Saturdays are non-working days. If there are two holidays during one such week, as during Diwali, there will be only three working days, which causes much inconvenience to the public. I suggest that whenever there is more than one public holiday in the 2nd or 4th week of the month, the Saturday holiday should be shifted to the Saturday of the following week. Whenever needed, the second Saturday holiday may be shifted to the third Saturday and the fourth Saturday holiday shifted to the fifth Saturday or first Saturday of the following month. This arrangement may be notified to the public along with the list of public holidays which is notified by the government at the beginning of every year.
