Can we avoid provocative billboards?

While KTC has been named and shamed and forced to remove the condom advertisements promoted and endorsed by adult stars from the American adult film industry in the rear of even school buses, due to public outcry, the same advertisements are prominently displayed in bill boards on our highways.
 If the Supreme Court can ban liquor outlets on highways for the simple fact that intoxication might lead to accidents then what about hoardings like this of adult stars promoted by Bollywood displaying their wares and endorsing products which can be a life threatening distraction for the drivers?
This split second distraction on the highway has the potential to steal the life of an innocent motorist who might just miss a moment of his life to have a gaze at the seductive strawberry flavour billboard of a Bollywood star.
If liquor can affect the function of our senses while driving, then these provocative advertisement billboards promoted by a Bollywood star can also have the same effect on innocent drivers on the wheel.
Can our highways be made safer with hoardings which display road safety rather than straberries and its various flavours?
