Cattle at Quepem market main junction causing traffic jams

The cow menace is plaguing the Quepem market main junction, which causes traffic jams and motorists have to dodge these cattle, who refuse to budge.

I do not understand why can’t this growing menace be managed. In countries elsewhere, if there is an increase in animal population they are simply culled. Why does the common man have to pay for the upkeep of the extra cow population in India. Isn’t it a common sense to manage this at the root level.

In China too, the population of humans was restricted to one child per couple as the country could not afford to feed more humans. Do the law makers cannot understand this simple logic to keep things in check. I’m sure that the people who own these animals do not want them but are helpless.
