Crack down on ‘overloaded’ two-wheelers necessary

It is not uncommon to see the pillion-rider on a two-wheeler carrying heavy loads while sitting on the back seat. 
Many a time, two-wheelers are virtually converted into a ‘goods carrier’  and the objects transported on the two-wheeler may include anything from massive glass panes to chairs, pipes, and even ladders. 
Often one can also see the pillion riders carrying large suitcases and bags. Huge gunny bags containing goods to be sold in the market are also seen tied at the back of the two-wheelers. In the photo, the pillion rider is seen carrying two split air-conditioners. 
If triple-seat riding amounts to ‘dangerous riding’ then carrying huge objects and goods packed in large bags on the back seat of a two-wheeler is also dangerous riding. 
The traffic police needs to keep a strict vigil and penalise such two-wheeler riders. After all, the back seat of the two-wheeler is meant for a pillion rider and not to transport goods and luggage. 
It can prove dangerous not only to the rider, but also other road-users and pedestrians as there is every possibility of the two-wheeler rider losing balance.
