Sewage overflowing near Military Hospital in city

It is unfortunate that the degree of vigilance as to the cleanliness and hygiene around the Military Hospital at Campal, Panjim opposite the Kala Academy, is of such an abysmal quality. On Christmas Day, at 6 pm, I noticed that the sewage was overflowing from latrine on both the sides towards main road and bylane. 

Generally, we used to see military buses and vehicles parked in front of their walls. Passersby had to dip their feet while passing on this road, which was badly smelling of sewage. It is leaving a trail and can be seen during day time. This has been happening for the last 25 days as per the residents, and it starts overflowing from 6 pm onwards everyday deliberately under the cover of darkness and it is not acceptable. 

The military personnel should have acted to plug the leakage and bring it under control before passerby like me noticed it as it is an embarrassment that the sentry to the hospital did not report it on time probably deliberately. 

A military hospital should lead the way by being a model and not on the contrary be caught napping by overflowing sewage that could have resulted in the time it had gone undetected, become breeding ground for mosquitoes that could have endangered the patients admitted in the hospital which are indigent and injured military personnel. 

It casts a definite degree of laxness on the part of those staying near the Military Hospital complex and sends negative message on dereliction of civic duties. 

This calls for military complex in the city to be shifted to some other place, which has in the past and even today been suggested by the city fathers, to give way for parking solutions to the capital city’s inadequate parking facilities. But it is travesty that the local councillor did nothing about it, although she stays in the vicinity of this hospital and could have been tough on this stark negligence probably fearing consequences.
