Slopping footpaths bad for pedestrians; soak pits illegal?

It has become a style or a concept for the builders to construct a slopping/inclined footpath in the city for the building constructions. The enclosed photos show inclined footpaths from Caranzalem to Dona Paula for the authorities to see.

These are intentionally built depriving pedestrians to walk as people have chances to fall due to slippery conditions on account of slope.
Another reason is that the builders can get access to their parking slot for their own vehicles so that whole footpath is reserved for them.
I have come across high rise buildings having eight floors and the occupancy is on the cards. Recently on July 11, 2016, a junior lady engineer from CCP was asked to submit a report to her Municipal engineer which I believe is favorable. I have met the Municipal Engineer Mr Abreu and the Mayor Mr Surendra Furtado along with other councillors in his chamber. I have shown a fresh photograph of a building where a soak pit is under construction and the JCB is on the job. I was told that this building is taller than all other buildings in Dona Paula/Caranzalem area. This building is almost completed and belongs to Quenim who had his house/shop in the same locality called Sabao Marao.
Mr Abreu told me that his lady engineer was asked to submit the report which was favorable without any illegalities. Next day when I was passing I saw a soak pit under construction with JCB in action on the footpath itself. The Municipal Engineer Mr Abreu informs me that a fresh report will be asked to be prepared and submitted to him to ensure that the septic tank is within the legal side or else a notice will be served to the builder for demolition.
Similarly there are another three high rise buildings of 8 floors up to Dona Paula circle having sloping /inclined footpath by Models construction having name such as Marine Vistas and Marine Heights and the third one is Royal Palms close to them and it is nearing completion.
My question is where will the pedestrians walk if such kinds of footpaths are allowed? Is it a new style adopted by the builders to disallow people walking on the footpaths?
Possibly approval is obtained from the authorities where about six metres narrow road adjacent and facing each other and it is been approved.  Already the main road from Miramar to Dona Paula is under construction which is never ending, and the traffic is diverted to this inner road, thus making inconvenient to the motorists to cater the traffic load in this narrow inner road which is congested every day. I do not understand how the approval was obtained without a sufficient number of parking vehicles and that too on the slopping footpath. Request the CCP and other authorities to look into this matter so that the pedestrians and the senior citizens like me can walk easily.
