Colva PI Melson Colaco told Herald that the Colva PSI Melito Fernandes has registered an offence under Section 11 (m)(n) of the Prevention of Cruelty to Animals Act against the organisers, Mathew Falcao resident of Carmona and Tony alias Chono Dias, of Morod-Guirdolim.
