Differently-abled Velsao resident gets vehicle access to house after a long legal battle

VASCO: After a three-year legal battle, Domingoes Goes, a differently- abled individual, finally secured vehicular access to his Velsao house on Friday.

After Goes approached the court, the State Commissioner for Persons with Disability (PwD) got an order implemented through the Mormugao Deputy Collector and removed the stones that were blocking access to his house in the presence of the police.

The stones were allegedly placed across the access road by a neighbour, whose compound wall was demolished by GCZMA officials.

Deputy Collector Bhagwant Karmali told mediapersons that the State Commissioner for PwD had passed an order last month, which was implemented on Friday.

 Goes was extremely happy at the development that he had vehicle access to house. The differently-abled Goes operates a rickshaw to earn a living. But he had to give up this occupation since the access to his house was blocked. Due to this, his wife had to start working to look after the family.

“I had to be lifted and taken on a two-wheeler if I had to move out of the house,” Goes said.

“I can now buy a rickshaw and start earning my livelihood once again,” he stated.

Disability Rights Association of Goa (DRAG) president Avelino D’Sa said that a neighbour had allegedly blocked the traditional access belonging to a person with disability.

Prakash Kamat, Member, Goa State Advisory board on Disability said that justice may have been delayed but at 

last, it was delivered to the physically-challenged Goes.
