MARGAO: Goa Police investigating into the Canacona building collapse case has said that arrested Deputy Town Planner Prakash Bandodkar had accepted a completion certificate which does not have any date of completion and the same was submitted to the deputy town planner on an unknown date.
Strongly opposing Bandodkar’s bail application, investigating officer, DySP S R Goltekar in a reply filed before Special Judge Nutan Sardessai said that all the approvals and renewals were approved by Bandodkar while holding his position as Deputy Town Planner, despite a clear cut circular that any development of land beyond 2000 sq tms is required to be sent for the approval of the chief town planner. “The deputy town planner deliberately and with ulterior motives conveniently issued approvals over a period of time by conspiring with the accused builder and contractor for making their own profits. Careful inspection of documents attached by the TCP department and municipal administration will bring out clear role of the deputy town planner, who has been suspended by his department. So also the ulterior motive of the accused in the process of zoning and conversion and irregularities committed will have to be ascertained which will be possible only after receipt of original documents from the chief town planner,” the police said, adding that custodial interrogation of Bandodkar would help to prove his own role in the conspiracy and to identify the role of other co-accused such as owner, contractor, directors, foreman, sub-contractors, structural engineers, architect and supplier’s of construction material.
