Err in setting papers, evaluating answer, pay a penalty

Goa Board to deduct remuneration of teachers who make errors in Class X, XII question papers or in correcting answer sheets

PANJIM: Often swamped with complaints from students and parents with regards to ‘difficult paper’, questions ‘out of syllabus’, followed by large number of applications for re-evaluation of their Class X and XII answer-sheets, Goa Board of Secondary and Higher Secondary Education (GBSHSE) has decided to strictly implement ‘penalties’ for the teachers, who indulge in such errors.
In 2017-18, Goa Board introduced penalties for teachers committing errors while setting question papers for Class X and XII, or while conducting the exams or while undertaking answer-sheet correction. For the current year, the penalties, which were never dealt seriously, will now come in the form of deduction in remuneration. 
“We have decided to strictly implement the penalty clause to ensure that examination process takes place smoothly,” GBSHSE chairman Ramakrishna Samant told Herald. 
As per the latest directions issued to all the heads of the institutions, for mistakes in question paper setting, translating, moderating, proof reading there will be a 10 per cent deduction in the remuneration. Mistakes on the part of functionaries during conduct of examination will be charged at Rs 50 per mistake, while for mistakes in assessment observed during verification/re-evaluation like parts of answer left un-assessed/wide variation in marks/totaling/transferring, etc, it would be between Rs 70 to Rs 100 per error. 
Samant said that major mistakes/serious lapses would be placed before the Executive Council for a decision. “The 
mistakes covered under malpractices shall be dealt by the Executive Council for decision again,” he said. 
For the last academic year, the board had received 4000 answer sheets for re-evaluation with students complaining about difficulties in the chemistry and mathematics papers. 
Sources reveal that Board never took the penalty clause seriously, though it has been in force since 2009. “It was only since the new Chairman took over, that he started looking into these matters. During the last examination, we have come across various errors on part of the teachers in setting papers and also during checking of answer sheets,” sources said. 
The Board has also decided to continue with the existing procedure of re-evaluation of answer-sheets for the academic year 2018-19, as there were no major grievances reported in the process during the 2018 board examinations.
It is also decided that the examination section may work out possibility of supply of digital photocopy of answer book under verification facility in consultation with IT Section.
