The Goa Human Rights Commission (GHRC) has taken cognisance of serious sewage-related issues at the Central Jail in Colvale, Bardez, after receiving a complaint highlighting foul odour and sanitation concerns affecting inmates and staff.
The complaint, submitted by Board of Visitors nominee Adv. Savio Travasso, stated that the sewage problem has persisted since 2021 despite repeated follow-ups with officials of the Public Works Department (PWD).

According to the complaint, the foul smell and poor sanitation conditions could pose health risks to inmates and others working at the jail and increase the possibility of communicable diseases.
The Commission observed that there appeared to be negligence and delay on the part of the PWD and stressed the need for the department to expedite remedial work at the earliest.
The GHRC also noted that the prevailing conditions could prima facie amount to violations of the human rights of inmates and staff at the Colvale jail.
The Commission has issued notices to the Chief Secretary of Goa, the Inspector General of Prisons and the Principal Chief Engineer of the PWD, directing the three respondents to submit their replies.
The respondents have also been directed to remain present for the hearing scheduled for September 11, 2026, at 10.30 am, when the Commission will take up the matter for further consideration.
